Illustration Promotores del Pacto

Se define como promotores del pacto a las organizaciones sin ánimo de lucro (asociaciones de autoridades locales y regionales, redes, agencias temáticas...) con capacidad para promover el Pacto de los Alcaldes y movilizar y dar respaldo a sus socios o a las autoridades locales para la consecución de los objetivos del Pacto de los Alcaldes.

Actúan en sus territorios y áreas de pericia (por ejemplo, energía, medio ambiente, agua, aire) y a distintos niveles de gobierno (como europeo, nacional y regional o local) para promover la iniciativa Pacto de los Alcaldes y dar apoyo a los compromisos de sus firmantes. Los Promotores del Pacto, con conocimientos expertos de los marcos regulador, legislativo y económico bajo los cuales operan, ya sea a los niveles nacional, regional/local o europeo, se encuentran en una posición ideal para proporcionar consejo personalizado a los firmantes e identificar las sinergias con las iniciativas ya existentes.

ICLEI Europe is a network of local governments and city networks / associations that are committed to addressing local sustainability. It links to the global ICLEI network, and works with local governments - large and small - in projects, by offering services and conducting advocacy on their behalf. Climate protection and sustainable energy form core elements of the organisation's approach. As part of its commitment, ICLEI will: (i) Promote the Covenant of Mayors towards its members, as well as other city or partner organisations; (ii) Support the exchange of experiences between communities; (iii) Provide services to local governments, Covenant Coordinators and Covenant Supporters, including a wide range of expertise and tools (e.g. how to conduct a BEI, how to develop a SEAP, how to monitor developments, etc..) - also refer to

Description: Local governments across Europe are engaging in sustainable energy planning and action and they are often searching for guidance and advice to develop or further improve their SEAPs. Many methodologies and tools are offered by subnational governments, energy agencies and city networks – many of whom are also active as Supporting Structures of the Covenant of Mayors (CoM) either as Covenant Coordinators of Covenant Supporters (C&S). The online Toolbox of Methodologies on Climate and Energy was developed to centralise Guidance for Local Governments and their Partners. It is as a growing collection of good practice methodologies and resources covering a wide range of topics relevant to local climate and energy action. It has been developed with the user in mind and is a comprehensive online database available in several languages. It addresses the typical steps, as well as different actors and fields of action relevant to SEAP development – from setting targets and monitoring to financing actions and engaging citizens. The design was developed to use intuitive approaches such as images. These images, referred to as icons, besides having aesthetical benefits, reduce quite extensively the need for text, therefore limiting the use of a specific language that might be not a working language for most of the users. The Toolbox is active and continuously being improved, with an increasing number of registered users adding a growing amount of useful resources and tools. The Toolbox intends to be a “live” tool that by its own nature will never be “finalized” in the traditional sense, since there will be always room for improvement and further enrichment of the quality and number of resources collected in it. To ensure it is continuously developed, registered users are invited to add other useful tools and methodologies, add comments, and evaluate the guidance material in the Toolbox; users can delete and upload only the resources they have contributed.
