Los Coordinadores del Pacto son autoridades públicas en posición idónea para proporcionar orientación estratégica, apoyo técnico y económico a los firmantes del Pacto de los Alcaldes y a los municipios que lo firman.

Además de ayuda económica, los Coordinadores del Pacto suelen respaldar a los firmantes a la hora de elaborar un inventario de emisiones de CO2 y una evaluación de los riesgos climáticos, así como en la preparación y ejecución de sus Planes de Acción para el Clima y la Energía Sostenible.

  • Los Coordinadores Territoriales del Pacto son autoridades descentralizadas, tales como regiones, provincias o agrupaciones de autoridades locales,
  • Los Coordinadores Nacionales del Pacto son organismos públicos a nivel nacional, como ministerios o agencias nacionales de energía.

La Comisión Europea los reconoce como aliados importantes a la hora de apoyar a los firmantes del Pacto de los Alcaldes en el cumplimiento de sus compromisos y el aumento del impacto del Pacto.

Estrategia

We have supported municipalities and regions for over 20 years now. This resulted in 80% of the municipalities having SEAP's in 2009. Our commitment now is getting these municipalities to adhere to the Covenant of Mayors. For the municipalities we have set up a monitoring system to facilitate them. We will also try to set up a more regional supporting structure. So support can be gotten close to home. Our goal is to incorporate climate change in the routine of Dutch municipalities.

Support provided to signatories

    Promote adhesion to the Covenant of Mayors
    • Dissemination of Covenant promotion materials (brochure, thematic leaflets, etc.)
    • Leverage of own communication tools (e.g. newsletter, website, mailing lists, etc.)
    • Organisation of events
    Provide financing to Covenant Signatories for the development of their BEI/SEAP and implementation of the SEAP
    • Indirect support through staff assigned
    Provide technical support for the development of the BEI/SEAP and implementation of the SEAP
    • Political and/or technical working group(s) set up
    • Consultancy commissioned for the technical support
    Facilitate exchange of experience between existing and potential Covenant Signatories
    • Creation of experience-sharing opportunities between signatories (e.g. Extranet, discussion forum, blogs, etc.)
    Defend the interests of the Covenant in order to facilitate the adhesion to the initiative and the implementation of its requirements
    • Cooperation with the media
    • Actions to raise the political profile of the Covenant of Mayors

    SEAP's
    Category: Financing schemes
    Description: Municipalities are motivated to make local contributions to the national targets. In November 2007 this resulted in the ‘Climate agreement' municipalities and Dutch government 2007 – 2011. Some key targets from this agreement: 100% sustainable procurement in 2015. 20% sustainable energy in 2020. New housing developments have to be climate neutral in 2020. The energy use in existing residences and buildings must be down 50% by 2020. Local authorities receive support in the implementation of the Climate Agreement. This is both financial support as otherwise. The financial support adds up to a maximum of 50% of all costs for labour incurred during the execution of the SEAP and is based on the estimated amount of labour mentioned in the SEAP. The SEAP itself is based on a standard Climate menu that applies to al municipalities and of which they can choose their own targets. In this way it becomes more easy for municipalities to co operate and exchange best practices. For the other means of support NL Agency carries out the Local and Regional Climate Initiatives programme for municipalities and provinces. The programme aims at intensifying the local and regional climate policy and at collaborating with market parties and regional networks. This is done by five thematic teams and regional networks. Climate agreement themes - sustainable government; - sustainable energy production; - clean and efficient mobility; - energy-efficient built-up area; - sustainable businesses.
