Los Coordinadores del Pacto son autoridades públicas en posición idónea para proporcionar orientación estratégica, apoyo técnico y económico a los firmantes del Pacto de los Alcaldes y a los municipios que lo firman.

Además de ayuda económica, los Coordinadores del Pacto suelen respaldar a los firmantes a la hora de elaborar un inventario de emisiones de CO2 y una evaluación de los riesgos climáticos, así como en la preparación y ejecución de sus Planes de Acción para el Clima y la Energía Sostenible.

  • Los Coordinadores Territoriales del Pacto son autoridades descentralizadas, tales como regiones, provincias o agrupaciones de autoridades locales,
  • Los Coordinadores Nacionales del Pacto son organismos públicos a nivel nacional, como ministerios o agencias nacionales de energía.

La Comisión Europea los reconoce como aliados importantes a la hora de apoyar a los firmantes del Pacto de los Alcaldes en el cumplimiento de sus compromisos y el aumento del impacto del Pacto.

    Promote adhesion to the Covenant of Mayors

    Public Private Partnership for street lighting facilities refurbishment
    Category: Financing schemes
    Description: This initiative main objective was to explore existing innovative financing schemes in order to overcome lack of public economic resources due to the current economic crisis. The Energy Agency of la Ribera (AER) and l'Alcúdia municipality collaborated in this pilot project that consisted of the upgrade of the public lighting facility with the aim of improving the energy efficiency. The project was partly financed by EC through ZeroCO(2) project. A PPP model was drawn up adapted to Spanish legislation. The owner of mentioned facility is the town council and the duration of the contract was linked to the time required for total cost recovery. The investment was shared between the public body and the private party (the public body assumed the initial investment in the framework of MED project). The initial amount represented 63% of project cost, while remaining 37% is assumed by an ESCO company. The cost recovery mechanism adopted was "guaranteed savings" (private party guarantees a saving rate) with savings at the end of the project (economic savings achieved were entirely used to finance the project. Town council didn't perceive any reduction in the energy bill until the private party recovered the investment). Public lighting represented 1.53% of total energy consumption in municipality territory. A tendering process was launched and 3 companies applied for the P4 contract. The intervention embraced 2,673 poles and initial energy consumption was 1,503,793 kWh/y (2011). The action consist of reducing lighting bulbs power (among 30-50%), installing a lighting reflector and repairing the lighting flow dimmers already installed.
