Los Coordinadores del Pacto son autoridades públicas en posición idónea para proporcionar orientación estratégica, apoyo técnico y económico a los firmantes del Pacto de los Alcaldes y a los municipios que lo firman.

Además de ayuda económica, los Coordinadores del Pacto suelen respaldar a los firmantes a la hora de elaborar un inventario de emisiones de CO2 y una evaluación de los riesgos climáticos, así como en la preparación y ejecución de sus Planes de Acción para el Clima y la Energía Sostenible.

  • Los Coordinadores Territoriales del Pacto son autoridades descentralizadas, tales como regiones, provincias o agrupaciones de autoridades locales,
  • Los Coordinadores Nacionales del Pacto son organismos públicos a nivel nacional, como ministerios o agencias nacionales de energía.

La Comisión Europea los reconoce como aliados importantes a la hora de apoyar a los firmantes del Pacto de los Alcaldes en el cumplimiento de sus compromisos y el aumento del impacto del Pacto.

Estrategia

The Presov Region recognises a growing interest in the field of the renewable energy resourses, green technologies and energy activities. Moreover, the Presov Region perceives this field as the potential for the development of its territory, which will result in the creation of job opportunities. The energy and environmental needs in the region, as well as the European trends in the climate change led the Presov Region to sign the Covenant of Mayors and become the first territorial coordinator in Slovakia.


By its active role, the Presov Region will engage towns and municipalities in the Covenant of Mayors with the aim to commence the long-term and sustainable energy development in the region. The importance of such energy/climate alliances also grows due to the fast development and application of the low carbon emission technologies.

Support provided to signatories

    Promote adhesion to the Covenant of Mayors
    • Dissemination of Covenant promotion materials (brochure, thematic leaflets, etc.)
    • Adaptation / translation of Covenant promotional materials to the national/regional context or development of a specific publication on the Covenant
    • Leverage of own communication tools (e.g. newsletter, website, mailing lists, etc.)
    • Organisation of events
    Provide financing to Covenant Signatories for the development of their BEI/SEAP and implementation of the SEAP
    • Indirect support through staff assigned
    Defend the interests of the Covenant in order to facilitate the adhesion to the initiative and the implementation of its requirements
    • Organisation of meetings with key stakeholders (e.g. national government representatives, private or banking sector)

    ELENA Technical Assistance in the lagging behind region
    Category: Financing schemes
    Description: The Prešov Region received the ELENA technical assistance at the end of 2014, when the agreement with the EIB was signed. Since February 2015 the Prešov Region together with 14 municipalities implement the technical assistance ELENA. This technical assistance facilitates the preparation of strategic investments that significantly contribute to the regional and local development through energy savings, CO2 reduction and renewable energy resources. The investment programme aims to reduce energy intensity of public buildings (insulation, solar water heating, use of renewable resources, in particular electricity production PV, upgrading interior lighting in buildings) and modernization of public lighting. Within three years, the region and 14 partner municipalities will use €1.2 million on studies, energy audits, and the investment programme preparation by the implementation unit. This investment programme should generate € 28 million, which includes 50 public buildings and public lightings in 8 towns. By the end of 2017, the investment will be either implemented or in the process of procurement. The financing is secured via four sources. The European Strategy and Investment funds – ERDF is used in particular, then the credit line from the EIB (acquired by the region), own resources, and the EPC.
